Community takes charge for Safe Drinking water
A Project is implementing by GVNML and supported by PHEd Govt. of Rajasthan for providing safe drinking water to needy people of the society. GVNML is preparing community in such a manner that community itself have all management relating to the project like hygienic conditions, payments of monthly bill etc.
Rajasthan state Govt. has signed the state Water Policy, as implementing the policy the safe drinking water has to be provided to all those state resident which availed safe drinking water, Govt. is has to provide drinking water. Govt. has selected GVNML for implementing the social preparedness while Govt. avail safe drinking water. The Basic activities in social preparedness is as follows:
A. Environment Building for project acceptance: 3 nos. of meetings with villagers. Additional 2-meetings/ get together with the students in school should also be kept. This component also includes designing projects and message specific posters. It is decided that for mass communication with the villagers by any one of the following three modes i.e. picture show, puppet show or culture show. Such show shall be kept minimum 1 in each panchayat and shall be project specific/ task specific. All the above activity shall be intimated to the department in advance.
B. Village general meeting and VWHSC formation.
C. WHC orientation and job distribution
D. Map making through PRA Village census by VWHSC
E. Devising payment model for monthly water charges
F. Security money collection and PHED- VWHSC agreement
G. Site selection of PSPs
H. Community level training programmes on operation, maintenance fault reporting, record keeping etc. one person per 250 population of village with minimum of 2 person in each village shall be trained. Training shall include repair of pipe line in village boundary, repair of PSP’s, material required for maintenance & availability of such materials etc.
I. Follow –up of use and maintenance of PSPs.
J. Follow-up (for six months) of regular deposition of monthly water charges.
WOMEN PARTICIPATION:
Women are the primary users of water. They need to be involved in every step of implementation. In the society they have lesser say in decision making. Therefore, the community participation initiatives will focus on bringing women in the groups and empower them so they can play a pivotal role in village level water supply related decisions. The major steps under women participation components are as follows:
• Environment building among women (identification of issues of women’s concern, sensitizing women about project, identification of women about project, identification of women leader, contacting women in small groups)
• Large group meeting and selection of women representative for WHC
• Women Group and Self Help Group formation as per need
HEALTH EDUCATION:
The ultimate aim of the project is to improve in the standards of health of the target communities. Merely providing safe water can not improve the health status if the villagers do not consume it in the safe way and do not maintain the hygienic environmental conditions. The health education efforts will focus on educating the villagers about related health and hygiene practices especially about the water born & Sewage born diseases. A module for health education shall be submitted by the contractor for approval.
